For the mains fuse (117V), is there a recommended value for this or a formula to use? Also, for the rail DC, what value fuse should be used here?

Put your DMM in the place of the fuse and measure the current. Then choose a higher fuse value, example if its drawing 1A a 1.5A - 2A fast blow should be fine.

The same advice holds for the DC rails, but I would personally not use those, as you will be adding a bit of impedance to the rail.
