For the mains fuse (117V), is there a recommended value for this or a formula to use? Also, for the rail DC, what value fuse should be used here? Thanks for any help, larrygm

Put your DMM in the place of the fuse and measure the current. Then choose a higher fuse value, example if its drawing 1A a 1.5A - 2A fast blow should be fine.
The same advice holds for the DC rails, but I would personally not use those, as you will be adding a bit of impedance to the rail.
