The best I can tell from the other 4 pictures that it seems like you installed the IC2 onto the Volumite. I believe a jumper is needed instead of the IC2 for the way you are supplying the power. That may indeed be it, as the two vregs would be fighting each other, which would result in a sagging 3.3V VD.

The IC2 position on the Volumite should instead have a jumper from pin 1 to pin 3.
