Cant get the voltage on r8 below .5v

and

cant get the shunt voltage to be .05v

I had accidently swapped qn1 and qp1 could that have damaged something ?

Are you measuring the CCS and Shunt currents at 500 ma, i.e. 0.5V across the 1 ohm resistors?

Yes the voltage is also stuck at 2.8

led's also dont turn on

Did the LEDs turn on before the transistor swap?

Post a few pictures.

Nope they did not, I swapped the leds now they are turning on but voltage is stuck at 7.28 I will take some pictures in the morning
