On my Buffalo II board R17 is missing. Any special reason for that ?

Do you mean R7? R7 is normally not populated. It is used to set an alternate address for the port expander in special cases.

Could be nice with an answer I am 80 % finnished with my Dacpre. Is that resistor needed or what ?

Ah, I misundertood at first I thought you were talking about Bufallo III which has no R17. :)
As for R17 on Buffalo II, No it not necessary nor should it be populated. It is there for when the clock is omitted and you wish to use a plain crystal.
