The Placid BP manual says to measure the resistance of the VR1 and 2 pots at the outer pins, however these pins always measure at the full value of the pot. Only pins A+B or B+C respond to an adjustment of the dial. Which should I be measuring?

They are installed on the board then they are connected as a rheostat. Which means you can measure across the pins. :)
