With Buffalo3se driving a preamplifier, do I need a Mercury or other I-V stage or just a shunt resistor on the output of the DAC?

You don't ever need a shunt resistor at the output.
You can generally connect the DAC directly to a pre-amp, without an output stage. In this case, the the input impedance of the pre-amp, the DAC will be acting as a voltage source.
Without an output stage, you will miss out on filtering (digital noise) and, depending on the pre-amp, proper balanced-to-single0ended conversion.
There is certainly no harm to trying it this way, and you can always add an output stage later if you feel you need one.
