If I use a TXD as an active I/V stage, do I still need output caps on the COD?

Sorry I missed this post till now.
You should short the output caps and omit the passive I/V resistors(R1-R4) when using TXD or IVY for active I/V.

So active I/V removes DC offset?

Yes, thats one the really cool thing about the TXD setup for I/V and the IVY modules. They utilize the THS41xx amplifiers which have a common mode output voltage node. That node is set to 0V.
