newbie alert! reading thru the forums I understand I need the proper transformer and possibly bigger heat sinks. From the LM317 spec it says it can handle up to 40V, if I'm reading it correctly. Just wanted to 2x check with you before I place an order for a few things.

You would need to make sure that the caps etc will not exceed their ratings.
