I'm having problems with the HD Bipolar kit.

It went together easily enough. Set VR1 to 450 ohms, VR2 to 1000 ohms, switched it on, LEDS are glowing.
But I can't adjust the output voltage to +/- 12 v.

Measurements:

Primaries receiving 234 VAC from mains
secondaries giving 10.2 VAC (shouldn't this be 15 VAC with this toroid?)

TP_VIN+ is +12.86 V
TP_VIN- is -12.86 V

TP_CCS+ is +12.81
TP_CCS- is -12.79

TP_Vref+ is +3.86
TP_vref- is -3.86

TP_OUT+ is +3.54
TP_OUT- is -4.19

When I adjust VR2 I can change output voltage between 3.8-3.93 v and -1.59-4.43 v

The TP_shunt voltages are the same
But am looking for +/- 12V
Oddly adjusting VR1 does give me 12V output (but why?)

I checked all parts placement and soldering thoroughly but can't see a cause. Any advice anyone?

Also I ruined a BC560B transistor when freeing it from the cardboard tag (I borrowed one from a second kitset). Where can I get another - my supplier says they're no longer available?

Help would be much appreciated.

Let's start with your transformer.

If the part number is Y236103, you should be getting 15vac. If you are only getting 10v, something is wired incorrectly. Since you have 230v mains, you should have the Gray and Violet primaries joined and mains power connected to Blue and Brown primaries. The secondaries should be connected to the placid in order Black Red Orange Yellow.

I have a happy face now :)
I obtained the correct transformers and the placids work like a charm.
I use them to power an active crossover for the Linkwitz Orion speakers. A very nice upgrade.
