What would need to be modified on the Placid BP to be able to deliver +-30V at about 30-40mA? Swap out some capacitors or is it too high for the transistors?

The Placid circuit cannot be modified for output voltages that high.
The BC546/556 are rated for 80V and the FJPF5200/1943 are rated for 250V, so they will not be a problem.
The real problem will the be opamp, which has max rail voltages of +-17VDC.
