I am building a Placid Version 2.0 and I just finished populating the board. The manual states that before applying power to the board VR4 should be adjusted to its maximum resistance which should be ~10K. I think that the max for my VR4 is 9.53K because the number does not change after about a half a turn. I don't want to keep turning the screw to see if I can get to 10K because in reading the forum it seems that over-turning the screw can damage the pot. So, at the risk of asking a very dumb question, is 9.53K approximately 10K?

That is perfectly fine. The "~" means "something close to". 9.53K is definitely close enough. :)
