I would like to ask two questions:
1. When the Ballsie Lite is used in the IVY output of the Buff32s, can both the balanced and SE outputs be used concurrently (like in the IVY III)?
2. Is it possible to use two sets of Buff32s & Ballsie Lite boards in a dual mono configuration (like in the Buffalo II & IVY III)?

Yes and Yes.
But you would need the need the Buffalo II on-board firmware or volumite with the newer firmware.
