Is there any reason that an LCDPS could not supply 24V given the proper transformer and assuming that the current demand is not too high?

Nope, actually, with VR set at about 4k37 it will output 24V. Dissipation is dependant on voltage drop and current demand, so if these are not too high it will surely work.

There is a 10 ohm resistor in the clrc filter right after the rectifier. You also need to account for the voltage drop in the resistor to calculate the minimum voltage of the transformer. If that is a problem, you can reduce/eliminate the resistor
