Hi dear

i build a Placid BP , all the voltages are ok, the unit is working fine, but the 2 heatsinks
(near output) temperature reaches 71 degrees celcius and the other 2 64 degrees celsius without any load conected, too hot i think,
is it normal ?

It is a shunt regulator. Without a load connected, the entire current is running through the shunt transistors. If you connect a load, it will cool down.
