Hi Russ, Brian,
In order for Metro to upsample to 88.2 and 175.4 KHz does it need a 22.6792 MHz clock? If so, how can this be done in the current Metro and where to get such clock?

Yes, you would need a new oscillator.
You could get it from mouser.
Just calculate the correct frequency.
