Should I start replacing parts such as qp1, could someone recommend other parts to replace.

Sorry for the late reply.
The first thing to check is for any transposed parts - it is pretty common to accidentally place an NPN transistor where a PNP transistor goes etc...
You can't really measure resistors when they are already in-circuit.

Had a good look didn't see anything out of place
Qp1,2= mjf127g Qn3,4,5=bc550 Vref= lt1034
What next?

Sorry - did not see the reply. You just need to go through part by part check resistor color codes etc against the schematic/parts list.
You won't be able to measure them in place.
