I am getting +/- 17Vout with no load. As soon as I connect the load, positive rail goes to 5.2V while the negative is still -17V. Tp shunt is 0v for positive rail no matter how I adjust the VR1A.
What could be causing this?

What are you powering (your load)?

Also, how much current are shunting. When unconnected to load, measure voltage at TPshunt.
