Does the ES9018 used in the Buffalo have an integral ASRC? I can certainly hear it.
Is there a software command to turn it off?

Yep, it is part of what makes it so spectacular, and if you can hear it why do you need to ask?

Get the datasheet and educate yourself if you would like to change it. You certainly can turn it off (Jitter eliminator) but then you will have to provide a synchronous master clock of your own. It is definitely not generally advisable.
