Output voltage is fine on both sides, currently set at 12V. Voltage across R1 is stable at 0.250V. Across R2 it seems to stabilize at 0.250V but fall to 0.077V. Sometimes I hear a click when it falls to 0.077V. Behavior is random.

This suggests a problem with VR2 since voltage jumps all over the place once I hit 0.20V. Turning any direction and the behavior is random, so my guess is that the trimpot is bad.

Either a bad trimmer or a cold solder joint(s) on the board somewhere.
